Microdata of Statistical Surveys
The Hellenic Statistical Authority (ELSTAT) grants access to anonymized microdata of statistical surveys it conducts, as follows:
1. Public Use Files (standardized)
Standardized Public Use Files (PUFs) consist of microdata of ELSTAT's statistical surveys, which have been anonymized according to anonymization criteria predefined by ELSTAT, so that direct or indirect identification of the surveyed units is not possible.
Access right: All users without exception, without conditions.
Procedure for granting access: User registration on ELSTAT's website and submission of a relevant application, through ELSTAT's website.
2. Scientific Use Files (standardized)
Standardized Scientific Use Files (SUFs) consist of microdata of ELSTAT's statistical surveys, which have been anonymized according to anonymization criteria predefined by ELSTAT and may lead to indirect identification of surveyed units.
Access right: Users requesting microdata exclusively for scientific/research purposes.
Procedure for granting access:
- User registration on ELSTAT's website and submission of a relevant application, through ELSTAT's website, which includes a research proposal or the purpose of data use, as applicable. It is noted that the applicant must be either the researcher who will use the data or one of the persons authorized by the requesting agency who will have access to the data.
- Approval of the research proposal or of the purpose of data use, as applicable, by ELSTAT.
- Transmission by the user to the Data Dissemination Section of ELSTAT of the necessary documents (contract or agreement, as applicable, authorization form, statistical confidentiality declaration, declaration on the provision of information and consent for personal data) correctly completed and signed.
- Signing of the contract or agreement, as applicable, by the President of ELSTAT.
- Sending to the user a link and password to access the requested files.
3. Other anonymized microdata files (non-standardized)
In case users' needs are not met by the above files, the users can submit, through ELSTAT's website, an application for the provision of anonymized microdata files adapted to their needs.
Access right: All users without exception, without conditions.
Procedure for granting access:
- User registration on ELSTAT's website and submission of a relevant application, through ELSTAT's website.
- Examination of the user's request by the Statistical Confidentiality Committee of ELSTAT and submission of a recommendation to the President of ELSTAT.
- Issuance of a decision by the President of ELSTAT regarding the satisfaction, or not, of the request and the conditions for its satisfaction.
- In case of approval of the request:
- If the requested anonymized microdata does not pose a risk of indirect identification of surveyed units, the request is satisfied, without conditions, with or without charge to the user, as applicable.
- If the requested anonymized microdata poses a risk of indirect identification of surveyed units, the request is satisfied, under the following conditions:
- Submission by the user of a research proposal or of the purpose of data use, as applicable, and approval by ELSTAT.
- Transmission by the user to the Data Dissemination Section of ELSTAT of the necessary documents (contract or agreement, as applicable, authorization form, statistical confidentiality declaration, declaration on the provision of information and consent for personal data) correctly completed and signed.
- Signing of the contract or agreement, as applicable, by the President of ELSTAT.
- Provision of the requested files to the user, with or without charge, as applicable.
